Rob Todd (born on October 23, 1963 in Kirksville, Missouri) was a member of the Houston City Council from 1996–2002, one of several lawyers serving on that body at the time. He holds degrees from the Admiral Arthur W. Radford High School in Honolulu, Hawaii in 1981, from the University of Texas at Austin, and was awarded his Doctorate by the South Texas College of Law in Houston, Texas. Todd was a member of the Houston City Council from 1996–2002, representing the Eastern edge of Houston including the Johnson Space Center, William P Hobby Airport, the Houston Ship Channel and Lake Houston. Todd chaired the Regulatory Affairs Committee, the Charter Committee, and the Rail Committee and was also a member of the Aviation, Ethics and Finance Committees. He was awarded the Political Courage Award in 2001 for his advocacy for tax relief. At the time of his initial election, Todd was the youngest person ever elected to Houston City Council at the age of 31.
