He was nicknamed The Fighting Quaker and he directed the controversial Palmer Raids. Palmer was elected as a Democrat to the 61st, 62nd, and 63rd Congresses and served from March 4, 1909, to March 3, 1915. From the start he won important party assignments, serving as vice-chairman of the Democratic Congressional Campaign Committee in his first term and managing the assignment of office space in his second term. After winning re-election in 1910, otherwise a very bad year for Democrats, he successfully led the younger progressives in his party in a revolt against Pennsylvania's Democratic establishment. Though he disclaimed personal ambition as his motive, he accepted an appointment as Pennsylvania's member on the Democratic National Committee "temporarily" in 1911, a post he held until 1921.
